Cancel a campaign. DRAFT/FAILED (with no live items): simple flip. GENERATING/ACTIVE: the campaign is cancelled AND all outstanding (CREATED/OPEN) review items are bulk-cancelled with audit events — DECIDED items stay untouched as evidence. COMPLETED/CANCELLED → 409.
