assignmentGrantTargets

Targets an admin may add as a Grant of kind, a writable GrantKind of the resource: live targets in its access graph. Pass exactly one of assigned_resource_id (an existing account) or resource_id (an account being provisioned); the rule depends on the resource, not the account. When the target-scope rule (x-scope) holds the kind, only targets compatible with qualifiers (the values chosen so far; defaults apply) are listed, so every page is full; a target whose scope is unknown (not synced yet) is never listed. target lists only that target, so an empty page says the pair is not compatible. search narrows by display name; pages are bounded to 100.
