• Tenant settings with configurable manager fallback for requests — Added a tenant-scoped settings store and admin Settings UI, including configuration for what happens when a beneficiary has no manager (error the request or reassign to a chosen user or group) to keep manager-based approvals from blocking workflows.

• Improved end-user dashboard request experience — Improved end-user request browsing and request-detail UX with better navigation/responsiveness and UI polish so users can more easily track request status and context.
